Get the organization's prescription limits

Returns the authenticated organization's minimum patient age, per-patient monthly quantity cap, and per-consultation medication item cap. Available before a patient exists; no patient lookup or eligibility check is performed. Age is evaluated on the Europe/Berlin calendar date; monthly quantity uses UTC calendar months. Quantity units are summed numerically across grams, milliliters, and pieces without conversion. Missing/unknown API keys return Unauthorized (401), inactive providers return TelemedicineProviderNotActive (403), and unexpected failures return InternalError (500).
